The Tempo ruler is tick-based, showing how tempo changes map across a timeline, while Bar|Beat markers are tied to a musical grid that is resolved into actual time via tempo (effectively a separate, bar/beat–or sample-based view). Displaying both on the same ruler would force two different time representations to share the same axis, which isn’t possible without conflict. So they can’t be shown simultaneously on the Tempo ruler.

They can be displayed, but only if you convert one to a tempo track first.
